Safety and health commission: inspections and minutes (NOM-019)

In Mexico, the employer and the workers walk the plant together at least every quarter, record what they find and propose how to prevent it, through a safety and health commission (comisión de seguridad e higiene). Here is how it is formed, what each role does, the year's calendar and what each set of minutes includes, with its section.

Membership

Who sits on the commission at your workplace?

How many people work at the workplace?

A coordinator, a secretary and the members agreed on

Representatives of the employer and of the workers, appointed by the union or, if there is none, by the majority of workers (7.1 b and 6.2).

Every workplace forms at least one commission (5.1). Workers' representatives work at that site and, preferably, know about health and safety (7.2). The standard is in force and was confirmed in the May 2026 systematic review, according to the Ministry of Economy catalog.

The minutes

What every set of inspection minutes includes

The coordinator and the secretary draft it at the end of the inspection, collect the signatures and hand it to the employer, who acts on and follows up the measures (5.11 and 8.2).

Within 30 calendar days of any of these three events (9.9).

a)

An occupational accident or illness causing death or permanent disability.

b)

Significant changes to the facilities or to work processes.

c)

Workers report hazardous agents or conditions that, in the commission's judgment, warrant it.

At the jam plant, the new filler on line 2 started on July 1 and the extraordinary inspection took place on the 14th: an emergency stop was missing on the outfeed side.

Training

What the commission learns each year

  • Employer and worker obligations, and how the commission is formed.
  • Responsibilities of the coordinator, secretary and members, and the commission's duties.
  • Health and safety topics for the workplace and the measures to follow.
  • A method for identifying dangerous or unsafe conditions and unsafe acts.
  • The procedure for investigating the causes of occupational accidents and illnesses.

These are the eight topics of section 10.2, in an annual program with members, duration, period and owner (10.1). Anyone who joins the commission immediately gets an induction course (10.3).

A member can be replaced for not carrying out the commission's tasks, for missing more than two consecutive inspections without justification or for leaving the workplace (9.13).

Commission template: program, inspections, findings and minutes

The commission walks the plant, but the annual program, the minutes and the follow-up of each recommendation are scattered and nobody knows whether the quarter was covered.

  • · An annual inspection program that flags any quarter left without an inspection
  • · Regular and extraordinary inspections, with a check of the 30-day deadline
  • · Findings with measure, recommendation, priority and a warning for anything without follow-up for over a quarter
  • · Inspection minutes that build themselves with the thirteen items of section 9.12, plus the training program

Spanish-language file: these records are shown to the Mexican labor authority. It does not replace the signed formation minutes.

How often are the inspections?
At least once a quarter, according to the commission's annual program (9.5). The program is put together within 30 calendar days of the commission being formed and, after that, within the first 30 calendar days of each year (9.3).
What must the inspection minutes contain?
The workplace details, the type of inspection, dates and times, the areas inspected, what was found, the causes of accidents and illnesses, the measures, the recommendations with their priority, follow-up on earlier inspections, place and date of closing and the signatures of the participants (9.12).
When is an extraordinary inspection required?
Within 30 calendar days of an accident or illness causing death or permanent disability, a significant change to facilities or processes, or a report from workers that the commission considers warrants it (9.9).

Two years. When the commission is formed, the employer appoints the coordinator and the workers the secretary; after that, the coordinator and secretary roles alternate between the two sides (9.1).
What training do members receive?

How does it relate to NOM-030?
The employer gives the commission the occupational health and safety diagnosis required by NOM-030-STPS-2009 (5.8), and the commission can use it to identify agents and conditions during its inspections (9.6).
